The Brandt Report: A Summary

Willy Brandt

Arguably the most comprehensive and solutions-oriented analysis of critical global economic issues to date was a report by the Independent Commission on International Development Issues, chaired by Willy Brandt (former Chancellor of West Germany) in 1980 – widely referred to as the ‘Brandt Report’.

The report, entitled North-South: A Programme for Survival , received much publicity and broad acceptance as a pragmatic way for nations to reduce economic disparities between the rich North and developing South. However, the proposals put forward by the eminent and diverse members of the Commission were never adopted by governments due to the Cold War and a collective lack of political will among world leaders. 

The Brandt Report was updated in 2001 by James B. Quilligan, who was the director of Brandt Commission Research, a public information agency on the Independent Commission on International Development Issues between 1980 and 1987. His report, ‘The Brandt Equation – 21st Century Blueprint for the New Global Economy’ can be downloaded here as a PDF file.

The report remains an extremely informative publication written from a truly humanitarian perspective by a body of people with great expertise in this field, and we present a summary of it below.

An Overview

The best selling book to date on International Development issues, the Brandt Report is a broad based analysis of the state of the world, with a necessary emphasis on the failure of the world economic system to provide social and economic equality for humanity. It highlights the economic trends that need to be reversed, and the solutions and strategies that urgently need to be implemented to resolve the income disparity between the Northern and Southern Hemispheres, financial and economic instability, and the growing problem of global poverty.

Comprised of a remarkable group of accomplished, international leaders and statesmen, the Brandt Commission emphasise the mutual interest for developed and developing countries to deal with, once and for all, the most urgent challenges of our time in order to survive the “immense risks threatening mankind”.

Cooperation was the tool to create change and facilitate world wide growth and development, the main objective of development being “to lead to self-fulfillment and creative partnership in the use of a nation’s productive forces and its full human potential”. To enforce one nation’s model of development onto another was deemed unnecessary.

The commission wanted to make it quite clear that the world cannot continue with a “business as usual” approach to pressing global issues. Their aim was to “…organise as rapidly as possible…an international meeting at the highest level…to discuss North – South emergency matters and…to reach agreements as concrete as possible, on how to turn certain mutual interests into creative partnerships, immediately and for the longer term.”

Above all the report was an appeal to all world leaders and people from every strata of life to participate in the shaping of our common future.

North-South: The Setting

The commission broadly categorise developing countries as those which occupy the southern hemisphere and developed countries as those which occupy the northern hemisphere, while acknowledging exceptions to this generalisation and emphasising the common global economy that all countries function within. A distinction is drawn between the comparatively large human population that lives in relative poverty in the South, compared to the smaller and more affluent population of the North. The determining factor here being economic power, with the North’s domination of “the international economic system, its rules and regulations, and its international institutions of trade money and finance”

Analysing the mutual interplay of manufacturing, trading and other priorities between the North and South, the commission advocates a large scale transfer of resources from North to South in order to revive a failing world economy. However, the view that the rich nations’ main role in the struggle to end poverty is to supply aid is strongly rejected by the commission, in favour of restructuring the global economy to allow developing countries to facilitate their own economic growth and development.

An historical outline of the establishment of the United Nations, the IMF, the World Bank and the WTO, and their development since Bretton Woods helps to put into perspective the current trends and issues affecting the global economy. The commission charts the recognition in the 1950s that international trade occurred on unequal terms and hindered economic development in poor countries. This spurred numerous attempts by allied groups of developing countries to challenge the trade regime and demand for a restructuring of the international financial system. It also becomes clear that the South’s attempts to pursue such change were ultimately futile.

The 70’s saw high inflation, modest recession and the crumbling of the Bretton Woods system with the divorce of the dollar from the stability of gold. Since 1973, after the price of crude oil quadrupled, the economic growth fell by around 50% in many industrialised countries, and has struggled ever since to regain its earlier buoyancy. By 1979 unemployment soared to over 18 million in OECD countries, exchange rates were erratic and protectionism was on the increase. Barriers and tariffs went up in the major markets and commodity prices and earnings were extremely unstable.

The world economy clearly needed reforming. In particular, countries in the South needed to secure political and economic independence and to trade on fairer terms with rich countries. The Commission outlines how transnational corporations were able to survive at the expense of developing countries. Levels of international aid to developing countries were low and government borrowing increased dramatically, although the finance raised was not used where it was most needed for developing countries to achieve greater self sufficiency. There were many international conferences on structural reform, efforts to stabilise commodity prices and deal with debt problems, but progress was minimal.

Dimensions of Development

The Commission argues that although the nature of internal structural reform will vary widely from country to country, economic development will require a profound transformation of the entire international economic system. They emphasise the importance of human dignity, security, justice and equity as equally valid measures of development as financial betterment.

A number of issues fundamental to the discussion on development are highlighted, such as:

Poverty
The extent and consequences of poverty in poorer countries is highlighted; the World Bank estimate that 800 million people in the third world lived in absolute poverty at the time, some 40 % of the South’s population not being able to secure the most basic necessities of life.

A differentiation is made between poverty in the North, where the relatively high levels of wealth could be redistributed more effectively, and the acute poverty of the South, where there is less wealth to redistribute and very little opportunity to acquire more.

Striving economies of the poorer nations, reliant upon their agricultural exports, are faced with an unfavourable international trade regime and erratic markets, which undermine their ability to promote structural transformation. The report also highlights newly industrialised countries, such as those in Latin America and South East Asia, which have been achieving good rates of growth but are still dependant on global economic management strategies.

  • Health: Although life expectancy has increased in the third world, the report links a number of crucial issues to a dysfunctional global economy and provides shocking statistics on the lack of access to medical care, clean water and sanitation.
  • Housing: With populations shifting away from the countryside and into cities, alongside high birth rates and widespread unemployment and poverty, up to two-thirds of all families in some third world cities remain unable to afford basic housing. 
  • Education: Although there had been consistent progress in the number of children attending school in developing countries, the enrolment of girls was significantly low and levels of illiteracy in 34 countries were at 80%.

The Commission considers all the above needs as indivisible and argues that the only way to ensure that they are addressed is by “helping the economies of these countries to grow and industrialise so that they will increasingly be in a position to help themselves”. The Commission argue that this would only be possible with increased collaboration between North and South and changes in the international economic environment.

Women
Acknowledging the massive inequality between sexes in the developing world, the commission argue that development depends upon women and criticises many aspects of modernisation which only serve to reinforce the dominant role of men in society. This is especially the case in production oriented societies. An important objective of any developmental project should be to encourage the education and employment of women by freeing them from tasks such as fetching water and firewood from sources which are many miles away. Even the distribution of healthcare is biassed against women, especially pregnant women, since decision making processes are almost always in the hands of men. The commission argue that the role of women is fundamental to society and yet statistically their value is not taken into account.

Overall this chapter emphasises “the importance of connecting economic development with human values and cultures…”

Mutual Interests

The commission set out to prove that the ‘principal of mutual interest’ can be served, although in order to achieve a true sharing of the world’s power and resources, the true motives must be “human solidarity and a commitment to international social justice”.

In identifying these mutual interests, the report suggests that there is insufficient public knowledge of the facts. The media often reports on the threat that the South’s growing industries pose to the North’s markets, without mentioning the North’s markets in the South, and how trading with the South accounts for a large share of jobs in the North and keeps prices affordable for consumers.The report underlines the political reasons for working against mutual interest. In order to redress the imbalance, it must be accepted that both sides cannot benefit equally – a fact which often cases prevents successful economic negotiations. 

A convincing argument of how economic growth in the South has a directly positive global effect is put forward. A large scale transfer of funds from the North to the South would have an anti-inflationary effect on the North, would help the world economy out of recession in the short-term and contribute to greater growth in the long-term. Overall this would significantly expand world trade and directly support growth in developing countries, thereby increasing economic prosperity and employment in the North, and stabilising financial markets.

The report highlights how protectionism in the North restricts the South’s access to markets. This then has an inflationary impact on the North as consumers pay more for their goods. The result is that the South does not have the funds to buy from the North, fuelling recession and unemployment in the North, since the industrialised nations are largely dependant upon selling to the markets in the South. North-South trade is a two way street.

Short-term protectionist measures of the North need to be replaced with strategies for coping with the reality of international competition. Stabilisation of commodity prices, financial and monetary systems as well as issues relating to energy, environment and food are all cited as areas of common interest.

The Commission also propose the establishment of ‘A Society of Nations’ based on international justice and concern for less fortunate members of such a society, with the issue of world peace and disarmament high on the agenda.

Overall this chapter details the interconnected nature of the global economy and highlights the fact it is the self-interest of the North which needs to be sacrificed in the short-term if they are to ensure their own survival as well as that of the South. This need for change is presented as a moral imperative which, if not observed, will result in the reciprocal impoverishment of the world at large.

The Poorest Countries

An action programme must be launched comprising of emergency and longer-term measures, to assist the poverty belts of Africa and Asia and particularly the least developed countries. Measures would include large regional projects of water and soil management; the provision of health care and the eradication of such diseases as river-blindness, malaria, sleeping sickness and bilharzias; afforestation projects; solar energy development; mineral and petroleum exploration; and support for industrialization, transport and other infrastructural investment.

Such a programme would require additional assistance of at least $4 billion per year for the next two decades, at grant or special concessional terms, assured over long periods and available in flexibly usable forms. New machinery is required on a regional bias to coordinate funding and to prepare plans in cooperation with lending and borrowing countries. Greater technical assistance should be provided to assist such countries with the preparation of programmes and projects.

Hunger and Food

There must be an end to mass hunger and malnutrition. The capacity of food-importing developing countries, particularly low-income countries, to meet their food requirements should be expanded and their mounting food import bill reduced through their own efforts and through expanded financial flows for agricultural development. Special attention should be given to irrigation, agricultural research, storage and increased use of fertilizer and other inputs, and to fisheries development.

Agrarian reform is of great importance in many countries both to increase agricultural productivity and to put higher incomes into the hands of the poor.

International food security should be assured through the establishment of an International Grains Agreement, larger international emergency reserves, and the establishment of a food financing facility.

Food aid should be increased and linked to employment promotion and agricultural programmes and projects without weakening incentives to food production.

Liberalization of trade in food and other agricultural products within and between North and South would contribute to the stabilization of food supplies.

Support for international agricultural research institutions should be expanded with greater emphasis given to regional cooperation.

Population: Growth, Movement and the Environment

In view of the vicious cycle between poverty and high birth rates the rapid population growth in developing countries gives added urgency to the need to fight hunger, disease, malnutrition and illiteracy.

We also believe that development policies should include national population programmes aiming at a satisfactory balance between population and resources and making family planning freely available. International assistance and support of population programmes must be increased to meet the unmet needs for such aid.

The many migrant workers in the world should be assured fair treatment, and the interests of their home countries and the countries of immigration must be reconciled. Governments should seek bilateral and multilateral cooperation to harmonize their policies of emigration and immigration, to protect the rights of migrant workers to make remittances more stable and to mitigate the hardships of unanticipated return migration.

The rights of refugees to asylum and legal protection should be strengthened. We also believe that commitments to international cooperation in the resettlement of refugees in the future will be necessary to protect countries of first asylum from unfair burdens.

The strain on the global environment derives mainly from the growth of the industrial economies, but also from that of the world population. It threatens the survival and development opportunities of future generations. All nations have to cooperate more urgently in international management of the atmosphere and other global commons, and in the prevention of irreversible ecological damage.

Ocean resources outside the ‘exclusive economic zones’ of 200 miles should be developed under international rules in the balanced interests of the whole world community.

Disarmament and Development 

The public must be made more aware of the terrible danger to world stability caused by the arms race, of the burden it imposes on national economies, and of the resources it diverts from peaceful development.

The mutual distrust which stimulates the arms race between East and West calls for continuing the process of détente through agreements on confidence-building measures. All sides should be prepared for negotiations (including those on the regional level) to get the arms race under control at a time before new weapons systems have been established.

The world needs a more comprehensive understanding of security which would be less restricted to the purely military aspects.

Every effort must be made to secure international agreements preventing the proliferation of nuclear weapons.

A globally respected peace keeping mechanism should be built up – strengthening the role of the United Nations. In securing the integrity of states such peace keeping machinery might free resources for development through a sharing of military expenditure, a reduction in areas of conflict and of the arms race which they imply.

Military expenditure and arms exports might be one element entering into a new principle for international taxation for development purposes. A tax on arms trade should be at a higher rate than that on other trade.

Increased efforts should be made to reach agreements on the disclosure of arms exports and exports of arms-producing facilities. The international community should become more seriously concerned about the consequences of arms transfers or of exports of arms producing facilities and reach agreement to restrain such deliveries to areas of conflict or tension.

More research is necessary on the means of converting arms production to civilian production which could make use of the highly skilled scientific and technical manpower currently employed in arms industries. 

The Task of the South

In any assault on international poverty, social and economic reforms within developing countries must compliment the critical role to be played by the international environment for development, which itself needs to be made more favourable.

In countries where essential reforms have not yet taken place, redistribution of productive resources and incomes is necessary. A broader package of policy improvements would include expansion of social services to the poor, agrarian reform, increased development expenditures in rural areas, stimulation of small scale enterprises, and better tax administration. Such measures are necessary for satisfying elementary needs and for increasing productivity, particularly in rural areas.

The strengthening of indigenous technological capacity often requires a more scientific basis in education, the encouragement of a domestic engineering industry, increased emphasis on intermediate technology and the sharing of experience.

Improved economic management and the increased mobilization of domestic resources are essential to the promotion of development. In many countries there is scope for improvements in such fields as taxation policies, public administration and the operation of the pricing system.

Wider participation in the development process should be encouraged; measures to achieve this could include decentralised governmental administrative systems and support for relevant voluntary organisations.

Regional and sub regional integration, or other forms of closer cooperation, still offer a viable strategy for accelerated economic development and structural transformation among developing countries, especially the smaller ones. It supports industrialization and trade expansion and provides opportunities for multi-country ventures.

Developing countries should take steps to expand preferential trade schemes between themselves. This could be encourages by such measures as the untying of aid.

Developing countries should give special attention to the establishment and extension of payments and credit arrangements among themselves to facilitate trade and to ease balance of payment problems.

The emergence of capital-surplus developing countries provides special scope for the establishment of projects on the basis of tripartite arrangements involving developing countries alone or in partnership with industrialized countries. Such arrangements should be supported by both developed and developing countries. Tripartite projects – including where appropriate, industrialized countries – should be encouraged by nations with complementary resources such as capital and technology.

Developing countries should consider what forms of mutual assistance organization might help them to participate more effectively in negotiations and in the work of international organizations and to promote economic cooperation among themselves.

Commodity Trade and Development

The commodity sector of developing countries should contribute more to economic development through the greater participation of these countries in the processing, marketing and distribution of their commodities. Action for stabilization of commodity prices at remunerative levels should be undertaken as a matter of urgency

Measures to facilitate the participation of developing countries in processing and marketing should include the removal of tariff and other trade barriers against developing countries’ processed products, the establishment of fair and equitable international transport rates, the abolition of restrictive business practices, and improved financial agreements for facilitating processing and marketing.

Adequate resources should be provided to enable the Common Fund to encourage and finance effective International Commodity Agreements which would stabilize prices at remunerative levels; to finance national stocking outside ICAs; and to facilitate the carrying out of Second Window activities such as storage, processing, marketing, productivity improvement and diversification.

Compensatory financing facilities should be expanded and improved to provide more adequately for shortfalls in real commodity export earnings.

The mutual interests of producing and consuming countries in the development of mineral resources requires the creation of new financial agreements, leading to more equitable and stable mineral development agreements, greater assurance of world mineral supplies and increased developing-country participation in their resource development. A new financing facility, whose primary function will be to provide concessional finance for mineral exploration, should be established on the basis of a global responsibility for investment in mineral development.

Energy

An orderly transition is required from high dependence on increasingly scarce non-renewable energy sources.

Immediate steps towards an international strategy on energy should be taken as part of the Emergency Programme recommended in the final chapter of this report.

Prices which reflect the long term scarcities will play an important part in this transition; orderly and predictable price changes are important to facilitate a smooth development of the world economy.

Special arrangements including financial assistance should be made top ensure supplies to poorer developing countries.

International and regional financial agencies must increase substantially their financing of exploration and development of renewable energy resources.

A global energy research centre should be created under UN auspices to coordinate information and projections and to support research on new energy resources.

Industrialisation and World Trade

The industrialisation of developing countries, as a means of their overall development efforts, will provide increasing opportunities for world trade and need not conflict with the long term interests of developed countries. It should be facilitated as a matter of international policy.

Protectionism threatens the future of the world economy and is inimical to the long term interests of developing and developed countries alike. Protectionism by industrialized countries against the exports of developing countries should be rolled back; this should be facilitated by improved institutional machinery and new trading rules and principles.

Adjustments to new patterns of world industrial production should be accepted as a necessary and desirable process. Industrialised countries should vigorously pursue positive and time-bound adjustment programmes developed through international consultation and subject to international surveillance.

Safeguard measures must be internationally negotiated and should be taken only on the basis of established need. They should be non discriminatory, of limited duration and subject to international surveillance.

The Generalized System of Preferences should be eased in respect of its rules of origin, its expectations and its limits. It should be extended beyond its present expiration and not be liable to unilateral termination.

Financial support and technical assistance should be given to the poorer countries to facilitate their establishment of improved commercial infrastructure and their participation in international trade negotiations.

Fair labour standards should be internationally agreed in order to prevent unfair competition and to facilitate trade liberalization.

An international trade organization incorporating both GATT and UNCTAD is the objective towards which the international community should work. Meanwhile, there is a need for improvements in existing arrangements including wider development of trade cooperation in such matters as the establishment and administration of rules, principles and codes covering restrictive business practices and technology transfer.

Transnational Corporations, investment and the Sharing of Technology

Effective national laws and international codes of conduct are needed to govern the sharing of technology, to control restrictive business practices, and to provide a framework for the activities of transnational corporations. The investment regime we propose would include:

  1. Reciprocal obligations on the part of host and home countries covering foreign investment transfer of technology, and repatriation of profits, royalties and dividends.
  2. Legislation coordinated in home and host countries, to regulate transnational corporation activities in matters such as ethical behavior, disclosure of information, restrictive business practices and labor standards.
  3. Intergovernmental cooperation in regard to tax policies and the monitoring of transfer pricing.
  4. Harmonization of fiscal and other incentives among host developing countries.

In addition to improved access to international development finance, the bargaining capacity of developing countries, particularly the smallest and least developed countries, vis-à-vis the transnational corporations should be strengthened with the technical assistance now increasingly available from the UN and other agencies.

Permanent sovereignty over natural resources is the right of all countries. It is necessary, however, that nationalization be accompanied by appropriate and effective compensation, under internationally comparable principles which should be embodied in national laws. Increasing use should also be made of international mechanisms of settling disputes.

Greater international, regional and national efforts are needed to support the development of technology in developing countries and the transfer of appropriate technology to them at reasonable cost.

There should be increased efforts in both rich and poor countries to develop appropriate technology in the light of changing constraints regarding energy and ecology; the flow of information about such technology should be improved. The international aid agencies should change those of their practices which restrict the recipients’ freedom to choose technology, and should make more use of local capacities in preparing projects.

The World Monetary Order

The reform of the international monetary system should be urgently undertaken by all interested parties building on the large measure of consensus which emerged in the Committee of Twenty, and taking account of current difficulties and dangers. Reform involves improvements in the exchange rate regime, the reserve system, the balance of payments adjustment process, and the overall management of the system which should permit the participation of the whole international community.

Mechanisms should be agreed for creating and distributing an international currency to be used for clearing and settling outstanding balances between central banks. Such a currency would replace the use of national currencies as international reserves. It could take the form of an improved Special Drawing Right, and could be facilitated by an appropriately designed ‘substitution account’.

New SDRs should be created by to the extent called for by the need for non-inflationary increases in world liquidity. The distribution of such unconditional liquidity should favor the developing countries who presently bear high adjustment burdens. Such a distribution – often referred to as an SDR link – would also assist the adjustment process of the international monetary system.

There should be agreement on an adjustment process which will not increase contractionist pressures in the world economy. The adjustment process of developing countries should be placed in the context of maintaining long-term economic and social development. The IMF should avoid inappropriate or excessive regulation of their economies, and should not impose highly deflationary measures as standard adjustment policy. It should also improve and greatly extend the scope of its compensatory financing facility, for example by relaxing quota limits, measuring shortfalls in real terms and making repayment terms more flexible. Surplus countries should accept greater responsibility for payments adjustments, and IMF measures to encourage this should be considered.

Increased stability of international exchange rates, particularly among key currencies, should be sought through domestic discipline and coordination of appropriate national policies.
The participation of developing countries in the staffing, management and decision-making of the IMF should be enlarged.

In furthering the demonetization of gold, the bulk of the IMF gold stock should, after the completion of the present sales arrangements, be used as collateral against which the IMF can borrow from the market for onward lending particularly to middle-income developing countries. Staggered sales should also be undertaken and accruing profits of such sales should also be used as interest subsidy on loans to low-income developing countries.

A New Approach to Development Finance

There must be a substantial increase in the transfer of resources to developing countries in order to finance:

  1. Projects and programmes to alleviate poverty and to expand food production, especially in the least developed countries.
  2. Exploration and development of energy and mineral resources.
  3. Stabilization of the prices and earnings of commodity exports and expand domestic processing of commodities.

The flow of official development finance should be enlarged by:

  1. An international system of universal revenue mobilization, based on a sliding scale related to national income, in which East European and developing countries – except the poorest countries- would participate.
  2. The adoption of timetables to increase Official Development Assistance from industrialized countries to 0.7 per cent of GNP by 1985, and to 1% before the end of the century.
  3. Introduction of automatic revenue reserves through international levies on some of the following: international trade, arms production or exports; international travel; the global commons, especially sea bed minerals.

Lending through international financing institutions should be improved through:

  1. Effective utilization of the increased borrowing capacity of the World Bank resulting from the recent decision to double its capacity to $80 billion.
  2. Doubling the borrowing-to-capital ratio of the World Bank from its present gearing of 1:1 to 2:1, and similar action by Regional Development Banks.
  3. Abstaining from the imposition of political conditions on the operations of multilateral financial institutions.
  4. Channelling an increased share of development finance through regional institutions.
  5. A substantial increase in programme lending.
  6. The use of IMF gold reserves either for further sales, whose profits would subsidize interest on development lending, or as collateral to borrow for on lending to developing countries.
  7. Giving borrowing countries a greater role in decision making and management.

Resource transfers should be made more predictable by long term commitments to provide ODA, increasing use of automatically mobilized revenues and the lengthening of the IDA replenishment period.

Consideration should be given to the creation of a new international financial institution – a World Development Fund – with universal membership, and in which decision making is more evenly shared between lenders and borrowers, to supplement existing institutions and diversify lending policies and practices. The World Development Fund would seek to satisfy the unmet needs in the financing structure, in particular that of programme lending. Ultimately it could serve as a channel for such resources as may be raised on a universal and automatic basis.

There is a need for major additional multilateral finance to support mineral and energy exploration and development in developing countries. Some of this would come from existing institutions, but we believe that there is a case for a new facility for this purpose.

The flow of lending from commercial banks and other private financial bodies to developing countries must be strengthened. Middle-income countries need special measures to lengthen the maturity of their debt structures and poorer developing countries should be enabled to borrow more easily in the market. The World Bank and other international financial institutions should assist this process by co-financing, by the provision of guarantees, and by using concessional funds to improve lending terms and reduce interest rates.

Measures should be adopted to facilitate the placing of bonds by developing countries in international markets. These should include the removal of restrictions and the provision of guarantees and adequate arrangements for the assessment of risks.

International Organisations and Negotiations

Policies, agreements and institutions in the field of international economic, financial and monetary cooperation should be guided by the principle of universality.

The UN system, which faces ever-expanding tasks, needs to be strengthened and made more efficient. This calls for more coordination of budgets, programmes and personal policies, to avoid duplication of tasks and wasteful overlapping.

The performance of the various multilateral organizations in the field of international development should be regularly monitored by a high-level advisory body.

There needs to be a review of the present system of negotiations to see whether more flexible, expeditious and result-orientated procedures can be introduced without detracting from cooperation within established groups.

Increased attention should be paid to educating public opinion and the younger generation about the importance of international cooperation.

The occasional use of limited summit meetings should be considered to advance the cause of consensus and change.


A Programme of Priorities

The report concludes that having examined the changes in the global economy and international relations over the past few decades, the world community has not adequately addressed basic issues such as “security and peace, development goals, the monetary system, protection of the environment, energy, and the control of space and ocean resources”.

The commission argues that the world economy is functioning so poorly that it is damaging all nations. Over the next two decades, the combination of huge population growth with inflation, erratic exchange rates, protectionism and unemployment will challenge the very survival of humanity.

“Only in a spirit of solidarity based on respect for the individual and the common good will it be possible to achieve the solutions that are needed.”

The report states that global cooperation is the only way to address these issues, with sacrifices and adjustments necessary for all nations, but especially those nations who currently have a greater share of resources. A new international order must not only adjust to the complexities of society, but continually readjust to its changing nature with forethought and negotiation.

The true impetus for this change can only come after the global public has been educated about the need to defend the basic human rights of all people and to demand justice, freedom and peace. Only then will the necessary political decisions be made by governments. The commission urges for bold and urgent action in creating a new international order, before it is forced upon the international community through its current instability.

The report skillfully weaves together the diverse factors affecting the stability of the world (as mentioned in previous chapters), and paints a picture which the Commission describes as “alarming”. The Commission group together a range of crucial issues – from mass poverty and unemployment to poor economic growth and unfair trade – as the direct result of current international political and economic policies geared to the self interests of individual nations. Thus it places the responsibility with individual nations, North and South, East and West, who must now make long-term plans in cooperation with the international community to ensure justice for their people.

The commission end their report by reemphasizing the current world crisis, the necessity for all countries to participate in global economic development, and by outlining a series of tasks that must be achieved over the next two decades (the 1980’s and 90’s), for long-term structural reform to take place:

  1. The needs of the poorest countries must be given priority. Substantial resource transfers from industrialized countries and better economic management in developing countries are necessary in order to end poverty.
  2. Absolute poverty, hunger and malnutrition must be abolished through greater agricultural development and food production. International food security measures, external assistance and revised priorities are essential for this to occur.
  3. Third world countries must be able to process their own raw materials locally and participate in their own international marketing and distribution. This would strengthen their earnings from their commodities. Commodity prices also need to be stabilized against market fluctuations.
  4. Protectionist policies against third world competition must be replaced by positive, anticipatory restructuring”. Adjustment policies should be independently monitored. Mutual cooperation and trade between developing countries must also be encouraged.
  5. International codes and national law must control the restrictive business practices of transnational corporations and ensure a broader sharing of technology. Developing nations would benefit and stable relationships between host countries governments and these corporations would be promoted.
  6. The international monetary system is the key problem of the world economy and must be reformed. Exchange rates must be stabilized, symmetry in the burden of adjustment to balance of payments deficits and surpluses need to be established, and an orderly expansion of international liquidity is needed. Special Drawing Rights must be the principal reserve asset if monetary stability is to be increased.
  7. DEVELOPMENT FINANCE:

    Essentially the report proposes a large scale transfer of resources to the South, and defines the legitimate need for the North to facilitate this. The poorest countries are in desperate need of this, the lower incomes countries need concessional finance in order to develop and middle income countries need support with their borrowing and debt management. Current annual official development assistance needs to be more than doubled and substantial additional market lending needs to be made available.

    The resulting increase in world trade would benefit all nations, and the commission pleads with leaders of all countries to stop trying “put their own house in order whilst forgetting about the rest of the world”, as they are intimately dependant upon world markets. A new approach to development finance would incorporate the following:

  1. A universal tax paid by all countries except the poorest, calculated on a sliding scale dependant upon national income. The resulting development fund “must be recognized as a responsibility of the whole world community, and placed on a predictable and long term basis”. Rich countries must commit themselves to reaching the current 0.7% GNP target, and timetable advancing this to 1% GNP by 2000.
  2. To further establish the principle of ‘global responsibility’ and co-management’ of the world economy, automatic levies on military expenditures, arms exports, international trade and revenues from the ‘global commons’ must be in place and may contribute to aid targets.
  3. The World Bank and Regional Development Banks must increase their lending capacity and be strengthened, with a higher proportion of financing channelled through Regional Development Banks.
  4. Borrowing for on-lending to developing countries should take place against the retained portion of the IMF gold reserves, with any profits used to subsidize the cost of borrowing by developing countries.
  5. The creation of a World Development Fund, with universal membership, would enable broader sharing in decision making and increase financing through programme lending. This Fund would serve as a channel for such resources as may be acquired through a universal taxation system.
  6. Mineral and energy exploration in developing countries requires major additional multilateral finance from existing institutions as well as a newly developed facility.
  7. Commercial banking systems and private financial bodies should continue adequate lending to the developing world. More reasonable terms are necessary for poorer and middle income countries to ensure adequate debt management. The World Bank must play its part.
  8. To facilitate this major transfer of finance, there must be broader sharing of power and decision making within financial institutions in favor of the developing world. Member governments must be willing to revise voting structures and be more sensitive to third world problems. It is particularly important for the World Bank to increase Third World representation within management and to decentralize operations and staff.

Regional and sub-regional banks need to be better funded and managed, to increase their role in development finance. Better representation also applies to the IMF, who must also allow for a longer period of adjustment by borrowers. The present rigorous conditions on IMF loans can seriously affect a country’s ‘domestic, social and political objectives’.

“Proliferation, duplication and waste” must be eliminated in the UN and its agencies. New ways are needed for them to “monitor and evaluate the performance of world institutions”, so that they can be made more accountable to the people and governments.

An Emergency Programme

The commission postulated a 5 year emergency programme to take effect immediately to avert the most serious dangers and benefit all countries. Principal elements are:

A large scale transfer of resources to developing countries:

-To assistance to poorest countries most threatened by the current economic crisis.
-Provide for financing the deficits and debts of middle income countries.

An international energy strategy to ensure:

-Regular supplies of oil
-Rigorous conservation
-More predictable and gradual price increases in real terms
-Development of renewable/alternative energy sources

A global food programme to: 

-Ensure international assistance to increase food production, especially in the Third World
-Increase emergency food aid and ensure regular supplies of food
-Implement a system to ensure long term international food security

A start on major reforms in the international economic system concentrating on: 

-Implementing a broad based, participatory and effective international economic system
-Improving developing countries’ conditions of trade in commodities and manufactures

This programme is considered essential by the commission, and to be implemented alongside the existing longer term reforms outlined above. The report states:

“This emergency programme has been conceived as an integrated whole. Its implementation will do much to create confidence, stimulate trade and investment, and improve prospects for growth in the world economy. Conducted in partnership between North and South, it would amount to a major step towards a new international order, and the development of a true community.”

A Summit of World Leaders

The Commission emphasises the need for a summit of leaders, with industrialized and developing countries fairly represented, with a common conviction and mutual interest. This would allow initiatives and concessions to be debated and agreed upon.

Such a summit could shift the international climate towards focusing on finding solutions to current world problems and encourage future negotiation and cooperation on which more fundamental economic change could rest. The prime directive of the summit, however, would be the implementation of the Emergency Programme, and it would work in conjunction with other ongoing discussions. To conclude:

“Whatever their differences and however profound, there is a mutuality of interest between North and South. The fate of both is immediately connected. The search for solutions is not an act of benevolence but a condition of mutual survival”.

Can the supply chain for the demand for plant-based meat keep up?

Demand for evidence-based knowledge is growing.   To bring it to all communities, we must democratize knowledge for the health and well-being of all life.

How do we strengthen ingredient and manufacturing capacity for plant-based meat in order to meet demand? GFI’s new report explores the future of this sector.

In 2020, retail sales for plant-based alternatives grew twice as fast as overall food sales in the US. Sales for plant-based meat in particular grew 45 percent. This rising demand is influencing the sector in many ways, including an increasing number of farmers breaking into this “pulsing” category.

In recent years, consumer demand for plant-based meat has often outpaced the industry’s supply chain capabilities. In order to keep pace with the rapidly expanding demand for plant-based meat in the coming decade, the plant-based protein industry will need to make significant investments to expand manufacturing capacity and scale the ingredient supply chain.

The good news is we already have everything we need to enable such a system of systems.

Based on publicly available forecasts of plant-based meat demand and production needs, GFI’s new report, “Plant-based meat: Forecasting ingredient, infrastructure, and investment needs in 2030”, explores a hypothetical production scenario set in 2030, where plant-based meat has captured 6% of the global meat and seafood market, necessitating the production of 25 million metric tons (MMT) of plant-based meat annually.

Opportunities for Communities to take ownership in their stories: Be the Media.

Our analysis identifies a looming potential for global supply squeezes of cornerstone ingredients, like coconut oil and pea protein, in the coming years while also highlighting opportunities for the industry to proactively mitigate these supply strains. We also conservatively estimate that the industry will need to operate at least 800 manufacturing facilities—each producing on average at least 30,000MT of product annually—at a global capital cost of at least $27B within the decade in order to meet a 25MMT production target. This underscores the importance and urgency of incentivizing bold infrastructure investments to facilitate this transition.

GFI estimates that the plant-based meat industry collectively must invest at least $27B in capital expenditure into an estimated 810 extrusion facilities globally (each averaging 30,000 MT in annual throughput) to meet a 2030 global production target of 25MMT.

Some of these supply-side constraints are already happening. It is no secret that, in recent years, the plant-based meat industry has been supply, not demand, constrained. Numerous manufacturers are running into difficulties expanding production capacity to meet the needs of restaurants and grocery stores eager to offer novel and sustainable products.

GFI’s mission is to accelerate a transformation in our food system toward alternative protein production platforms as quickly as possible. Encouragingly, several industry analysts and market research reports have projected that this transformation may occur very rapidly. However, the topline projections often understate the real-world challenges of meeting such rapidly growing demand.

Market adoption curves can occur with shocking speed in many sectors, but in the food and agriculture system, transformation entails massive ingredient supply chain and infrastructure implications—not to mention impacts on global commodities markets—that can take time and substantial capital to manifest.

This is not like an app on a smartphone, where—in theory—billions of users can download it nearly instantaneously. This is not even like the conversion from traditional mobile phones to smartphones, where consumers made the switch by virtue of a single purchase of a product containing just a few ounces of material. Sustained transformation of the food system necessitates durable changes in the entire end-to-end supply chain of food production and, of course, lasting shifts in consumer purchasing patterns.
The private sector—investors, ingredient processors, extrusion equipment providers, and manufacturers alike—can realize significant financial upside by appreciating and planning for the enormous plant-based meat supply chain build that must take place in the coming decade. Likewise, governments would be wise to recognize that meaningful climate gains from a scaled shift towards plant-based meat will not be achievable in the near term unless they invest soon in open-access R&D and infrastructure for this burgeoning industry.

Meat made differently

Plant-based meat supply chains have structural efficiency and flexibility advantages over their conventional meat counterparts. Despite these comparative efficiencies, the industry should not underestimate the challenges and opportunities in expanding the plant-based meat supply chain to a scale rivaling that of conventional meat. Our analysis quantitatively demonstrates the enormous manufacturing footprint and level of investment necessary to avoid future supply constraints and successfully hit even modest plant-based meat production targets in 2030.

But our effort doesn’t stop here! Going forward, GFI will add cultivated meat and fermentation-powered proteins reports that answer similar questions about these critical technologies. These forecast reports are critical in ensuring the alternative protein industry can effectively and expediently realize the promise of meat made differently.

Here’s how Alternative proteins can help us achieve an equitable global water system

Water is a finite, indispensable resource that gives way to life as we know it on this planet. It has immense, multidimensional value to individuals and communities around the world. And yet, precious as it is, many of our systems take water for granted.

We have the opportunity to help a new wave of protein production spring forth, one that puts the foods we love on the table while honoring water as a vital resource and paving the way for its conscionable and equitable stewardship.

To reach Sustainable Development Goal 6, “ensuring access to water and sanitation for all,” United Nations member states are working to ensure that all people have access to clean water and sanitation by 2030. Alternative proteins will be a crucial part of the solution.

Enhancing water access 

Alternative proteins allow us to free up our water supply to serve a growing global population.

By only requiring the crops that end up in the final product, plant-based meat production cuts out feed crops, the primary water requirement in conventional meat production. Overall, plant-based meat production requires up to 99 percent less water than its conventional counterparts. Likewise, cultivated meat production is projected to have massive blue water savings (water in freshwater lakes, rivers, and aquifers) with up to a 78 percent reduction as compared to beef production, according to CE Delft’s recent life cycle analysis.

Producing meat directly from plants or by cultivating cells will allow us to free up freshwater from animal agriculture, which is currently responsible for approximately one-third of all freshwater consumption in the world. As our changing climate places greater pressures on food and water security, we must make better use of our limited resources by modernizing meat production systems.

Improving water quality 

According to the United Nations FAO, “global water scarcity is caused not only by the physical scarcity of the resource, but also by the progressive deterioration of water quality in many countries, reducing the quantity of water that is safe to use.” Water pollution does not impact everyone equally: In the United States, contaminated drinking water is 40 percent more likely to occur in places with higher percentages of people of color. By reducing global reliance on animals for meat, alternative proteins can eliminate a major source of waterway pollutants and drive more equitable health outcomes.

Fertilizers used for animal feed crops and improper animal waste management contribute to waterway pollution. Bacteria, fungi, and viruses from manure, as well as antibiotics, hormones, and zoonotic waterborne pathogens can end up in drinking water sources and pollute nearby ecosystems. Fertilizers that runoff into waterways create unsafe levels of nitrogen and phosphorus, which stimulate the growth of algal blooms that suffocate aquatic life (called eutrophication) and devastate marine ecosystems, creating vast dead zones in the Gulf of Mexico, the Chesapeake Bay, and other coastal waters. Harmful algal blooms are estimated to cost the United States $4.6 billion per year.

Because alternative protein production does not involve animal feed or animal waste, it does not contribute to water pollution via harmful agricultural runoff. Studies show that plant-based meat could reduce over 90 percent of eutrophying pollution compared to conventional animal production. Cultivated meat could reduce eutrophying pollution by 98 percent compared to conventional beef. In most countries, alternative protein production facilities will be regulated like any other food production facility, and therefore subject to higher environmental protections than minimally regulated agricultural facilities. These regulations ensure that local waterways will not be contaminated by alternative protein production facilities.

Addressing climate change

By transitioning to alternative proteins, we can mitigate the broader effects of climate change on the water cycle and global water supply. Plant-based meat production uses 47 to 99 percent less land than conventional meat and yields massive reductions in global greenhouse gas emissions. Likewise, cultivated meat outperforms all forms of conventional meat production when renewable energy is used, reducing the climate footprint of beef, pork, and chicken by 92 percent, 52 percent, and 17 percent, respectively.

Global warming land use

Cultivated meat reduces land use up to 95 percent compared to beef, 72 percent compared to pork, and 63 percent compared to chicken. With this massive decrease in land use, we can put policies in place to preserve the forests that regulate global temperatures and play a massive part in controlling the planet’s water cycle.

Unmitigated animal agriculture will have ripple effects on Earth’s climate, escalating the global prevalence of drought and water scarcity. The clearing of trees for grazing and crop land is the greatest driver of deforestation, and deforestation in turn can destabilize the water cycle. Recycling water through land vegetation is especially important in giant tropical ecosystems like the Amazon rainforest, which is thought to provide atmospheric moisture as far as the Midwest. Moreover, as global temperatures rise, droughts become more frequent and more severe; increased temperatures lead to increased evaporation and transpiration.

Alternative proteins pave a brighter road ahead

The challenges presented by our global water crisis are large, but not insurmountable. Reimagining our protein supply to make better use of finite natural resources will be key to restoring water health and access to our global communities. This is precisely the opportunity alternative proteins present.

To modernize meat production, we need public investment in open-access research to fill technological gaps and robust public policies to maximize the benefits of alternative protein production. For example, the Food and Agriculture Organization (FAO) of the United Nations specifically calls for policies and incentives that encourage sustainable diets to counter water pollution from agriculture. Governments should include alternative proteins in public procurement policies for healthy and sustainable food in schools, hospitals, care facilities, and other public institutions. This will increase the availability of alternative proteins and will likely help lower prices, because bulk purchasing by institutions can reduce costs. Additional progressive land, water, and energy policy, as well as a renewed focus on diversity, equity, and inclusion are needed throughout the food system.

Alternative proteins are critical to building a world where water is clean, plentiful, and valued by all—and every stakeholder has a role to play. The UN climate panel still doesn’t understand technology – and it matters

With the Sixth Assessment Report of the United Nations Intergovernmental Panel on Climate Change (IPCC) being released, it’s important to revisit the climate scenarios that are its centerpiece. These scenarios form the basis of the climate science community’s modeling and projections, which in turn affects governance and investment decisions across the world. Trillions of dollars and the policymaking of the entire planet thus ride upon these climate scenarios, and so the cost of getting things wrong is extremely high.

Scenarios past and present

The previous generation of climate scenarios published in the Fifth Assessment Report in 2014 were known as Representative Concentration Pathways, or RCPs. The RCP scenarios were labeled according to the amount of radiative forcing expected by the end of the century in each case. Radiative forcing is the scientific term for the change in the balance between the Earth’s incoming and outgoing energy. The Fifth Assessment Report focused on four of these scenarios, with RCP2.6 having the least warming and thus being the “best case”.

In the eight years since then, a new generation of scenarios has been developed for the Sixth Assessment Report, referred to as Shared Socioeconomic Pathways, or SSPs. The five main SSP scenarios are also labeled according to radiative forcing, but in addition each has a subtitle that tells a story about an imagined future:

  • SSP1-1.9 – Sustainability (Taking the Green Road)
  • SSP1-2.6 – Middle of the Road
  • SSP2-4.5 – Regional Rivalry (a Rocky Road)
  • SSP3-7.0 – Inequality (A Road Divided)
  • SSP5-8.5 – Fossil-Fueled Development (Taking the Highway)

Flaws in climate scenarios

A scenario is only as plausible as the assumptions it makes. Unfortunately, the technology assumptions made in both the RCP and SSP scenarios are not remotely plausible, and as a result they are extremely misleading. If there were even one scenario that made genuinely plausible assumptions, then the others could be useful for comparison. But the lack of any properly plausible one means that, taken together, these scenarios will only cause harm by leading decision-makers and the public badly astray.

First and foremost, all RCP and SSP climate scenarios get technology wrong because they fail to understand the forces that drive technological change, how quickly the shift to new technologies occurs, and how quickly old technologies are abandoned as a result.

Our team at RethinkX has shown that the same pattern of disruption has occurred hundreds of times over the last several thousand years. Again and again, for technologies of all kinds – from cars to carpenter’s nails, from arrowheads to automatic braking systems, from insulin to smartphones – we see that technology adoption follows an s-curve over the course of just 10-20 years. The first phase of the s-curve is characterized by accelerating (or “exponential”) growth, which is driven by reinforcing feedback loops that make the new technology increasingly more competitive while at the same time making the old technology increasingly less competitive.

Unfortunately, the RCP and SSP climate scenarios show no sign that their authors understand technology disruption at all. For example, the “best case” RCP2.6 scenario in the Fifth Assessment Report published in 2014 assumed that less than 5% of global primary energy would come from solar, wind, and geothermal energy combined in the year 2100.

In reality, the exponential trend in the growth of solar and wind power had already been clear for over two decades at the time the Fifth Assessment was published in 2014, and the trend since then has only continued – as shown in the chart below.

(Note that the vertical axis of the chart is logarithmic, increasing by a factor of 10 at each major interval, which means the trajectory is exponential).

On their current trajectory, which has been extraordinarily consistent for over 30 years, solar and wind power will exceed the RCP2.6 assumption for the year 2100 before 2030, 70 years ahead of schedule on an 86-year forecasting timeframe.

This is an egregious error that was entirely avoidable. The energy sector has shown every sign of becoming a textbook example of disruption for more than 15 years, and technology theorists were noticing the signs well before 2014. Indeed, Tony Seba – co-founder of RethinkX – had already published an analysis of the energy disruption in his book Solar Trillions in 2010.

Since 2014, the exponential growth of solar power has become common knowledge, as have similar trajectories for batteries and electric vehicles. It is therefore completely inexcusable that the same mistakes have continued in the new SSP scenarios for the Sixth Assessment Report in 2022. The SSP5-8.5 scenario, for example, is titled “Fossil Fueled Development”. Here is its description:

This world places increasing faith in competitive markets, innovation and participatory societies to produce rapid technological progress and development of human capital as the path to sustainable development. Global markets are increasingly integrated. There are also strong investments in health, education, and institutions to enhance human and social capital. At the same time, the push for economic and social development is coupled with the exploitation of abundant fossil fuel resources and the adoption of resource and energy intensive lifestyles around the world.

This logic around “rapid technological progress” is not just wrong, it’s backwards. The faster we make technological progress, the less fossil fuels we will use. The more global markets are integrated and the more human and social capital we have, the faster we will decarbonize.

The SSP3-7.0 scenario contains the same error:

Technology development is high in the high-tech economy and sectors. The globally connected energy sector diversifies, with investments in both carbon-intensive fuels like coal and unconventional oil, but also low-carbon energy sources.

Again, the basic premise here is false. Technological progress will result in less fossil fuel development, not more. The collapse of coal demand is already well underway in the wealthy countries of the Global North, and all fossil fuels in all countries will follow suit as clean technologies rapidly disrupt the energy and transportation sectors over the next two decades.

The SSP2-4.5 scenario assumes that, “The world follows a path in which social, economic, and technological trends do not shift markedly from historical patterns.” But the authors of this scenario do not understand what those historical patterns of technological change actually are.

As our research at RethinkX has shown, the pattern throughout history has been an s-curve of rapid technology adoption over the course of just 20 years or less once new technologies become economically competitive with older ones – as is now the case for clean energy, transportation, and food technologies. The data throughout history simply do not support the assumption that the shift to new, clean technologies will be slow and linear between now and the year 2100.

The SSP1-1.9 scenario, “sustainability”, is allegedly the most sustainable, but this too is based on false assumptions – namely that lower material, resource, and energy intensity are necessary for reducing environmental impacts, and that they are compatible with increasing human prosperity. Neither is true. The solution to environmental impacts is not less energy, transportation, and food. That would be like thinking that if your house is on fire, the solution is to extinguish some of the flames. That’s madness. The solution is to put the fire out, which means switching rapidly and completely to clean energy, transportation, and food.

If we want to be truly sustainable, we must have a superabundance of clean energy, clean transportation, and clean (i.e. non-animal-derived) food that slashes our environmental footprint and gives us the means to restore and protect ecological integrity worldwide. Any attempt to mitigate our ecological footprint by reducing economic prosperity would be disastrous because the scale of cutbacks needed to have any significant effect on sustainability would be utterly catastrophic to the global economy and geopolitical stability.

Projections to 2100… seriously?

It is worth stepping back a moment and recognizing that the RCP and SSP scenarios make quantitative projections to the year 2100. This in itself is flatly preposterous.

Five thousand years ago, you could have made a reasonably accurate prediction about what life would be like 80 years in the future. After all, not much changed from one generation to the next. Your children’s lives were likely to be very similar to your parents’ lives.

Five hundred years ago, in the year 1522, it would have been considerably more difficult to make an accurate prediction about life 80 years hence. The invention of the moveable-type printing press by Johannes Gutenberg 80 years earlier in around 1440 had helped turbocharge the Renaissance, setting the stage for the Scientific Revolution. Life in 1602 was still quite similar to life in 1522, but an explosion in the growth of useful knowledge was laying the groundwork for massive social, economic, political, and technological transformations to come.

A century ago, in 1922, it would have been very hard for anyone to predict with any accuracy what the world 80 years in the future, in 2002, would be like. Nobody could have imagined the role that nuclear weapons or computers or the Internet would play in our lives, for example.

Today, it is absolutely impossible to predict in any detail what the world will be like 80 years from now, around the year 2100. The rate of technological change is so fast now that our team at RethinkX never makes any quantitative forecasts more than 20 years into the future, because to do so is undisciplined in the formal sense. And technological progress is only accelerating.

Although we cannot know what the world will be like in 2100, we can say that it is implausible to presume the conditions and constraints of today will continue to hold. And this is why we can say that all of the RCP and SSP climate scenarios are implausible: they all presume life in 2100 will be more or less the same as today – still governed by material scarcity, regional resource conflicts, food insecurity, demographic transitions, health and education challenges, and even fossil fuel use. None of these makes even the slightest sense in the context of technologies that we fully expect to see from mid-century onward.

So, what happened? Why did the RCP and SSP climate scenarios get technology so wrong?

Anti-technology sentiments in conventional environmental orthodoxy

At least part of the explanation for fundamental errors and misunderstandings around technology we see in the RCP and SSP climate scenarios is that they were developed by a small group of academic authors operating inside an ideological bubble.

One of the features of this ideological orthodoxy is that it holds long-standing anti-technology sentiments dating back over two centuries to the rise of Romanticism and Transcendentalism. On the one hand, the orthodoxy holds that the arc of history ought to be viewed largely through the lens of human behavior and institutions, minimizing or outright rejecting the causal power of technology to shape societies. There even exists a pejorative term, technological determinism, that is used to label and reflexively dismiss any claims that technology has played a key role in steering the course of human affairs across the ages. Yet, at the same time, this orthodoxy holds technology largely to blame for the massive ecological footprint humanity has imposed upon the planet.

It can’t cut both ways. Either technology has enormous causal power, or it doesn’t.

If it does, then that means technology is also the key to transforming our world in positive ways – including achieving genuine sustainability. We don’t see this accurately reflected anywhere in the RCP or SSP climate scenarios because it runs contrary to the anti-technology sentiments of the prevailing orthodoxy.

When you don’t know enough to know you’re being fooled

The climate science community failed to realize the importance of consulting technology experts in the development of climate scenarios. Instead, they made the mistake of relying on conventional forecasts for technologies like solar and wind power from incumbent energy interests such as the International Energy Agency and the U.S. Energy Information Administration. This would be a bit like relying on Blockbuster Video to accurately forecast the future of streaming video, or Kodak to forecast the future of digital cameras, or the American Horse & Buggy Association to forecast the future of automobiles.

The charts below show the laughably poor forecasting track record of the IEA and U.S. EIA.

 

 

Note that the unreliability of these two ‘authoritative’ sources was already clear when the Fifth Assessment Report was published in 2014. Would you depend on advice in a critical situation from someone who had gotten things wrong over and over again?

More cynically, it’s very difficult to see how the IEA or U.S. EIA making the same “errors” year after year for almost two decades could be an honest mistake. At the same time, it’s very easy to imagine that there are powerful incentives for these incumbents to ignore technological change, or even to deliberately troll others about it.

Regardless, trusting the wrong sources and failing to consult actual technology experts was an inexcusable mistake that the climate science community is unfortunately continuing to make.

Predicting the future is hard

The future is obviously uncertain, and the further ahead we look, the blurrier the picture becomes. At first, it might seem reasonable to err on the side of conservativism – after all, if you don’t know exactly how the world will change in the future, isn’t it best just to assume it won’t change much from the present? The answer is no, but the reason why this logic is flawed is rather subtle.

There are dozens of major dimensions and countless minor ones along which change can occur, all of which move us away from our present condition. The fact that these changes are unpredictable does not imply that the noise will somehow cancel out and leave us close to where we started.

By analogy, imagine assembling a complex machine like a car. If you don’t follow the exact steps in the exact order with the exact parts, you aren’t going to end up with a working car. And if you randomize the assembly process, you’re going to end up with a useless pile of junk. This is why tornadoes don’t spontaneously assemble new cars when they pass through a junkyard. The reason why has to do with entropy: there are almost infinitely more ways to incorrectly assemble things than to correctly assemble them.

This analogy helps show why any movement through a large possibility space is only likely to take you away from your current position. This is why the future will be very different from the present, even though those differences are unpredictable.

So, how should we deal with all the uncertainty of the future? The correct response is indeed to construct multiple scenarios that chart the general trajectory and broad outlines of possible futures based on plausible assumptions about what might change between now and then. The trouble with the RCP and SSP climate scenarios, however, is that none of them make plausible assumptions about technological progress.

Refusing to admit past mistakes only feeds conspiracy theories

The climate science community has made very serious technology forecasting errors in its climate scenarios, but has so far refused to acknowledge and take responsibility for them. This is a losing strategy.

Failure to admit and correct the technology forecasting errors in climate scenarios plays right into the hands of conspiracy theorists, because the longer we refuse to admit we’ve made mistakes, the more it looks like they were deliberate. These mistakes are too large to brush under the rug, and so there is no painless option here. We either admit we were fools, or we look like we are liars.

Admitting our mistakes and taking the heat for it is the right move. The alternative only indulges the worst extremist narratives that claim the scientific community has deliberately inflated the threat of climate change and misrepresented our options for solving it in order to advance an agenda of more taxation and more government control over private industry and individual consumer choices.

The public needs to be able to trust the environmental science community, and they can’t do that until we come clean about how wrong we’ve gotten renewable energy and other technologies in our climate scenarios. The longer we pretend nothing happened, the more our legitimacy will erode in the public sphere at a time when trust of scientific authority is already low in the wake of the COVID-19 pandemic.

Getting technology wrong in climate scenarios does real harm

Given the enormous stakes involving trillions of dollars and all of the world’s policymaking, the errors around technology in the RCP and SSP climate scenarios have had serious consequences. They have misled policymakers and the public alike into believing that the only means to solve climate change are punitive – that we must atone for our past environmental sins by sacrificing human prosperity, tightening our belts, and giving up our indulgent personal lifestyles. They have demonized the prosperity of the rich nations of the Global North as unsustainable, and condemned the aspirations of poorer countries of the Global South as unattainable. They have led nations to waste time and resources trying fruitlessly to achieve sustainability through austerity, when this approach is hopelessly counterproductive as I have previously explained.

Austerity cannot solve climate change even in principle, let alone in practice. Prosperity has always been a necessary precondition for solving big problems, both personal and collective, and so it is the only real path to sustainability as well. Technological progress in general will inevitably play an outsized role in bringing the prosperity we need to tackle major challenges to billions worldwide, and specific technologies like solar power and electric vehicles will give us the tools we need to directly reduce emissions and draw down carbon. The IPCC climate scenarios must reflect these facts so that we can all make well-informed decisions about how best to solve climate change together.

The math and science are clear.

To have a shot at achieving net-zero emissions by 2050—the universal goal the world needs to hit to avoid the worst impacts of climate change and have a shot at a sustainable future—we must halve emissions by 2030. Alongside transitions in energy and transport, a food system transition is needed to get on that path. Within that food system transition, alternative ways of making meat can chart a new course for agriculture—one defined not only by lower emissions but by greater food security, global health, and resilience.

The world’s climate experts weigh in on food and agriculture

As part of its Sixth Assessment Report, the Intergovernmental Panel on Climate Change (IPCC) found that “the extent and magnitude of climate change impacts are larger than estimated in previous assessments.” Some losses due to climate change are already irreversible, while others are approaching irreversibility. In the face of this escalating crisis, mitigation, adaptation, and innovation must go hand in hand. For our food system, that means significantly and quickly reducing the climate impact of agriculture and finding more sustainable, secure, and just ways of feeding billions of people on a rapidly warming planet.

As the IPCC report lays out, agriculture is both a driver and victim of climate change’s ecological, economic, and social impacts. Today, food systems cause approximately a third of all human-generated greenhouse gas emissions. Our current system is heavily reliant on conventional animal agriculture, which alone is responsible for more than half of those emissions. Emissions from conventional animal agriculture not only increase global temperatures but reduce crop yields, contribute to devastating droughts, and cause even greater instability within an already vulnerable and complex global food system and supply chain.

Alternative proteins as a climate solution, with co-benefits for land, water, global health, and food security

Fortunately, we have options available that can transform our food and agricultural system into one that is both sustainable and resilient. Alternative proteins—including meat made from plants and cultivated from animal cells—reduce emissions caused by our current system while also providing a host of environmental benefits. The IPCC’s draft report on climate change mitigation names plant-based and cultivated meat as transformative solutions that, alongside transitions in the energy and transportation sectors, can significantly reduce emissions. The report explains that not only do alternative proteins emit far less greenhouse gasses compared to conventional meat products, they use less land, water, and soil nutrients and result in less pollution. In other words, alternative proteins are a multi-solver: a climate solution with co-benefits.

Globally, more land is dedicated to animal-based food production than any other purpose. Given the forecasts by agricultural economists that show global meat production and consumption more than doubling by 2050, we are headed for what the World Resource Institute describes as the “global land squeeze”—ever-increasing competition over finite land resources driven by agricultural expansion and the rising demand for meat. With business-as-usual meat production, the basic land math doesn’t pencil out: We will be short by approximately 593 million hectares. In addition to reducing direct emissions, changing how we produce meat could free up three billion hectares of land—a land mass larger than China and India combined and then doubled. That land and the livelihoods it supports could be repurposed for regenerative farming, reforestation, renewable energy production, ecosystem recovery, and more.

Conventional animal agriculture is also responsible for about 30 percent of global agricultural water use. Such use impacts both water quantity and quality for communities worldwide. Animal-based food systems lower water tables, dry floodplains, and cause eutrophication in both freshwater and marine ecosystems, which can harm native species and reduce food sources for rural and coastal communities. In the United States, livestock production causes more than half of soil erosion on agricultural lands and a third of the nitrogen and phosphorus pollution in freshwater sources. According to the IPCC, “current food system trajectories are leading to biodiversity loss, land and aquatic ecosystem degradation without delivering food security and nutrition.” If these impacts are not mitigated, the environmental impacts of our agricultural system could increase by 50–90 percent by 2050, reaching levels beyond our planetary boundaries.

Ironically, agriculture-driven climate impacts threaten our ability to continue feeding the world, causing an increasingly problematic feedback loop. Droughts and extreme weather reduce arable land and threaten water supplies, while rising temperatures increase the prevalence of heat stress, infectious disease, and vector-borne disease among livestock. Likewise, marine fisheries are threatened by heat, eutrophication, reduced oxygen, toxic algae blooms, and sedimentation. These impacts on agriculture and global food security will become increasingly severe as climate change progresses. Major shifts in how we produce food are needed quickly if we are to stand a chance in halving emissions by 2030 on the path to a net-zero food future by 2050.

GFI’s expertise and insights in action

We’ve come to the proverbial fork-in-the-road moment of our times, and face a choice: If we are to feed, fuel, and future-proof the planet, do we continue down the business-as-usual road or chart a new path via sustainable agriculture?

Recently, GFI urged the authors of the Fifth National Climate Assessment to consider alternative proteins as a key aspect of sustainable agricultural systems. The National Climate Assessment is a congressionally-mandated report that helps the U.S. government “understand, assess, predict, and respond to” climate change. The purpose of the report is to set forth the current state of the science and potential solutions to help inform policymakers. The Fifth National Climate Assessment is currently being drafted by representatives from several federal agencies including USDA and NOAA.

In its written comment on the zero order draft of the Climate Assessment, GFI details how alternative proteins can transform our agricultural system:

Energy and emissions

Compared to conventional animal products, alternative proteins emit fewer greenhouse gasses. Compared to a quarter pound of conventional beef, the plant-based Beyond Burger generates 85 to 90 percent less greenhouse gas emissions and requires 46 percent less energy. Cultivated meat produced using sustainable renewable energy sources reduces global warming impacts by 17 percent, 52 percent, and 85 to 92 percent compared to conventional chicken, pork, and beef, respectively. By switching from conventional animal products to alternative proteins, we can cut greenhouse gas emissions by about 8 eight metric gigatons per year globally.

In our comments, GFI emphasizes that alternative proteins can both mitigate the impact our agricultural system has on the climate and help the system adapt to better withstand the very real impacts of climate change. In other words, alternative proteins are better for the planet and better for agriculture. Alongside other food system innovations and solutions, they can play a starring role in agriculture’s next chapter around the world.

Through timely actions like these, GFI’s expert policy teams around the world are placing alternative proteins on the agendas of governments and agencies working at the intersection of agriculture, climate, biodiversity, and global health. This summer, look for GFI’s first-ever State of Global Policy Report, a comprehensive overview of government policies and programs that are investing in open-access alternative protein R&D, easing the path to market for novel products, and spurring whole new bioeconomies, jobs, and livelihoods. The report itself will bring much-needed transparency and visibility to how governments around the world are accelerating the transition to far more efficient ways of feeding a growing world.

A full draft of the Fifth National Climate Assessment will be published later this year. Interested stakeholders will have the opportunity to provide comments. If we want federal policies that promote climate-forward agriculture, ensure food security, and protect our planet, it is critical that reports like the Fifth National Climate Assessment reflect the realities of our current agricultural system and highlight the role alternative proteins play as a key solution required for a more sustainable, secure, and just food future.
